Separation, child support and family incomes: New evidence for Australia
Tuesday 29 July, Sydney
NSW
PRESENTER: Gerry Redmond, Research Fellow, Social Policy Research Centre, UNSW.
ABSTRACT: This analysis seeks to address two questions. First, it considers the circumstances and living standards of children who have a non-resident biological parent, the ‘target group’ for the Child Support Agency, and the role that child support plays in supporting their incomes. Second, the report examines the dynamics of what happens to the living standards of parents and children involved in a marital or relationship separation. How do incomes and living standards of parents and their children compare before and in the year after separation, and what is the role of child support in raising children’s living standards in the year after separation? The analysis uses data from the first five waves of the HILDA panel survey to examine these questions. Findings are generally in line with those for other rich countries, that is, that children’s living standards decline after separation, and that a high proportion of non-resident parents pay no child support at all, although most children do appear to stay with their non-resident parent quite regularly, particularly in the first year after separation.

Indigenous Health: Closing the Gap for Metropolitan Communities
Thursday 31 July, Sydney
NSW
Prime Minister Kevin Rudd has committed to 'closing the gap' on Indigenous health and disadvantage, but to date the focus has been primarily on the remote communities of the Northern Territory. The majority of Indigenous people live in heavily settled areas, where they form a small minority of the total population. Their disadvantage is just as great and their health care needs are just as serious as those in remote communities. 'Closing the gap' requires that we attend to the needs of all Indigenous people. These issues (and how to tackle them) will be addressed by: Dr Jenny Hunt, Public Health Medical Officer, Aboriginal Health & Medical Research Council; Ms Lesley Podesta, First Assistant Secretary, Office for Aboriginal and Torres Strait Islander Health, Department of Health & Ageing; Ms Dea Delaney Thiele, CEO, National Aboriginal Community Controlled Health Organisation; Moderated by Dr Lesley Russell, Menzies Foundation Fellow.

Pacific Islands Migration and Labour Mobility: Issues and Responses
Wednesday 6 August, Melbourne
VIC
At the Pacific Heads of Governments meeting in August 2008 Australia will respond to Pacific Islands' governments request on taking short term labour supply from Pacific countries. There is the view that there is a need for seasonal labour supply to meet unmet demand for labour in certain Australian industries. Some have argued this is the right gesture in encouraging concrete trade (labour) as opposed to overdependence on aid in the Pacific. Others are concerned that such an undertaking must be framed within a human rights framework. The symposium will address key issues and responses from key stakeholders.

Transitions from the work force
Tuesday 30 September, Sydney
NSW
PRESENTER: Emeritus Professor Sol Encel, Visiting Professor, Social Policy Research Centre, UNSW.
ABSTRACT: Population ageing entails the ageing of the labour force. Consequently, the issue of labour force participation by mature age workers has attracted increasing attention in the past 20-30 years, especially as those born in the peak years of the baby boom generation are now moving into their 60s. Since the 1990s, there has been increasing emphasis by Australian governments on the need to retain older workers in the labour force, especially given the prospect of declining numbers of school leavers entering the labour market as a result of a low birth rate.

The dynamics of receipt of social assistance benefits in the United Kingdom
Wednesday 1 October, Sydney
NSW
PRESENTER: Professor Stephen Jenkins, Director, Institute of Social and Economic Research, University of Essex. ABSTRACT: Over the last fifteen years, the proportion of British adults of working age in a family receiving social assistance benefits has declined, reflecting primarily a decline in the annual entry rate (exit rates remained much the same). We model these dynamics using dynamic binary random effects probit models applied to data from the British Household Panel Survey, survey years 1991-2005. We contrast the impacts on transition rates of demographic factors such as lone parenthood and the presence of young children, educational qualifications, and macro-level factors such as local labour market tightness.
